Key Qualifications: Mr.Kaabi William has accumulated a wide experience for over 12 years in Civil Engineering Materials Testing Laboratories and Field inspection of works. He has a technical know how to carryout all relevant Materials sampling and testing for Roads, Highways, Dams, Railways and Water amenities, during preliminary design, detailed and construction stages. He is also experienced Inspectoring and supervsion, capable of leading a team with a minimum supervision. He is computer literate in windows’2007XP (packages); Microsoft Excel, Microsoft Word, Microsoft Project and Power Point.

Feb 2007 – May 2010 M/S Africon consulting engineer’s ltd, Assistant materials Engineer on the Rehabilitation / Resealing of Kawempe – Luwero. Contract No. RDP/HW/CO15-A Senior Materials Technologist–As overall Materials Quality Control officer of the Consultant Materials testing Laboratory my responsibilities includes the quality controls of material sampling and testing, control of field earth works supervision of DCP on the existing road, Scarifying existing pavement layer prelevelling of existing layer and mechanical modification of existing pavement layer with 30% CRR material, responsible for investigation of low lying areas and raising with chemical stabilised sub base layer responsible for relative density compaction tests using sand replacement and nuclear gauge, control of mc 30 for prime coat on prepared base which is to receive 1st seal of surface dressing. Testing of bitumen which included penetration of bitumen, softening point of bitumen, loss on heating of bitumen, bitumen affinity and other related tests, casting unconfined compression strength (UCS), curing of stabilised layers, with water covered with Crushed stone base (CRR) for base layer.
May 2006 –Feb 2007: M/S Kagga & Partners Consulting Engineers ltd Assistant materials Engineer / senior inspector of works on Periodic Maintenance of Kitgum – Kilak – Lira Boarder Road. this project involved the excavation of trial pits at intervals of 5km profiling the existing subgrade soils and carrying out DCP and insitu density tests to determine the subgrade strength and densification taking of sample for laboratory testing it also involved Borrow pit investigations to identify suitable sources of Gravel material for use in the works as the Assistant materials Engineer I was in charge of the field and laboratory testing data entry using excel sheets and data analysis before dispatch of results to the client. Carrying out measurements, attend to management site meetings and make monthly progressive reports.
Jan 2005 – May 2006: M/S Kagga & Partners Consulting Engineers ltd Periodic Maintenance Contracts for Gulu - Minakulu Road, As a Senior Laboratory Technician in charge of the site laboratory of the Consultant Charged with the implementation of the contractor’s quality control system. My responsibilities involved supervising a team of lab technicians during the conduct of all the tests carried out in compliance of the ministry of works specifications. The Tests carried out included MDD/OMC, CBR, Atterberg limits, Sieve analysis, Lime Purity, Lime Fineness, in situ Density Control, ACV, TFV, Concrete Design, Slump test, Concrete cube manufacture among others, carry out measurements, attend site meetings and make monthly progressive reports.

Responsibilities included from many others, Design of both the Dense Bitumen Macadam (DBM) of 150mm thickness and wearing course (WC) 50mm, and application of Double seal surface treatment to access road and single seal on road shoulders, Bridges drilling and piling, Investigation of the existing alignment soils using DCP, Investigation in the swamps using Subsurface drainage, Boring Kit (Mackintosh), Investigation and quality analysis report for Quartzite rock quarries used in both Asphalt Concrete and in drainage layer on Geogrid mart in swamps which consisted 60% of project, resource of Granite rock quarries and Quality selected construction materials like Lateritic Gravel, Sand, Common fill for surcharge layer laid on geotextile, Lime, Cement Bituminous material. Quality materials sampling and testing control for Earthworks, Analysis for suitability and compaction of pavement fill layers and Bridge abutments, Concrete mix design and test control of different structures precast like Reinforced earth panels, Bridge beams, culverts and drainage blocks then reporting day today quality testing progress which is incorporated in a Monthly Material report to RAFU.

Laboratory Technician – responsible for carrying out detailed design- Laboratory tests of all preliminary testing undertaken on natural soils and road Building materials during stage I and II feasibility investigation of the following, Dynamic cone Penetrometer (DCP), Field density by rubber balloon, sand cone replacement, Roughness. Busega (Kampala) – Katuna (Kabale) road.
Oct ‘1998 - Jan 2000 Owen Falls Extension Project-(98 billion) Supervised by M/S ACRES International /Kagga & Partner Consulting Engineers; Engineering Materials Technician of the Contractor’s Laboratory tests. Materials Quality Control at placement and as bulk construction for; Principle Structure: Main Dam of 5 units each to produce 40MW with spillway of Power House to discharge 1740m3 per second. Canal (Trapezoidal): 1.3km long, 160m wide and 30m deep excavation of appx.2, 200,000m3 expected to convey approximately 2790m3 per second with a maximum velocity of 2.6m/sec., then 210,000m3 embankment fill to tie concrete structures into abutments. Bridge: 162m long suspended on 5 pairs of pier shaft of 30m deep. Grouting: Curtain grouting of classified and unclassified material to 25m deep hole. Batching Plant: Supervising batching of concrete then periodical weighing scales calibration. Housing Estate: 300 units- Kimaka and Masese staff quarters, Nalufenya Police post, waterline of 815m PVC pipe class E-C and Sewer lines. Cofferdam: 35m high by 90m long embankment to prevent water head loss.
Roads: Construction quality control for main road link, entire access roads including drainage structures. Instrumentation: Drilling and Installation of Piezometers/weirs along canal Alignment, drainage gullies and wing wall embankment, Thermistor reading for internal concrete temperature control. Periodical quality monitoring at Tororo cement factory which included the following Heat of hydration of blended hydraulic cements" 50% of cement and 50% of ground granulated blast furnace slag (G.G.B.F.S) in accordance to Canadian Standard Association (C.S.A), Fineness of cement on 45 microns sieve, Soundness by autoclave expansion of motor bars, Setting time that is to say, initial and final by viacat needle of hydraulic Cement, and Masese quarry.
